For statistical and analysis purposes
We use the data warehouse to create reports and statistics on research and development permits. The analyses are based on collected data. The data warehouse is also the reason why we can publish information about applications and projects. We publish the names and titles of the project administrator for funded projects on our website, on Difi's data hotel and in Prosjektbanken (our project databank), together with summaries of the project.
The institutions receive information about their own applications and projects, including the names and titles of the project administrators, whether the project has been allocated funding or not.
We are also responsible for the processing of personal data in the work of collecting, compiling, developing, presenting and making available R&D statistics for Norway. NIFU (Nordic Institute for Studies in Innovation, Research and Education) compiles the R&D statistics and acts as a data processor of personal data in this work. The Research Council and NIFU have entered into a written agreement that regulates the data processing assignment.
The following data will be processed as part of the compilation of registers:
- Register of Research Personnel: name, job information (title, position code and percentage of full-time equivalents), department affiliation (institution/faculty/department/institute), professional affiliation, degree, academic field, year and institution where the degree was awarded. Doctoral degree and year of doctoral defence. The information is collected annually from universities, colleges, research institutions and health companies.
- Register of Doctoral Degrees: name, gender, age, nationality, education (professional degree or equivalent), city of education, year of education, type of degree (title), year/month of doctoral defence, city by degree (city of learning/faculty), subject area by degree. The information is collected two times a year from doctoral missions to institutions and from the Research Council's case system, which shows an overview of the research fellowship positions we fund.
- Disclosure of personal data from the Register of Research Personnel and the Register of Doctoral Degrees may only take place to research organisations that are approved by the Research Council. This is limited to statistical, research and analysis purposes.
The legal basis for compiling statistics and analyses is that the processing is necessary for the Research Council to be able to carry out our statutory task in accordance with the Regulations on the Articles of Association of the Research Council of Norway and the regulations for financial management in the state, cf. GDPR Article. 6 (1) (e).
