Purpose
The purpose of this call is to provide support for the planning of potential Norwegian participation in the establishment of research infrastructure under the ESFRI Roadmap.
About the call for proposals
The Norwegian consortium participating in the Preparatory Phase with funding from the European Commission may apply for funding for the establishment of necessary national networks, design/case studies for further development of the technical/scientific concept and clarification of possible Norwegian participation in the ESFRI projects.
- Participation in the Preparatory Phase can be supported with up to NOK 0.5 million.
- The projects may have a duration of up to two years, and we can only finance documented expenses.
- Applications must be submitted by the top management of the institution heading the Norwegian consortium.
The Norwegian consortium may apply for further participation in the planning phase at European level after the European Commission has completed its funding. This support can be awarded to the Norwegian consortia that have participated in the Preparatory Phase.
- The Norwegian consortium can be supported with up to NOK 0.25 million.
- The projects may have a duration of up to two years, and we can only finance documented expenses.
- This type of funding may only be sought once after the Preparatory Phase project funded by Horizon Europe has been completed and until a decision has been taken regarding Norwegian membership.
- Applications must be submitted by the management of the organisation that heads the Norwegian consortium.

Who is eligible to apply?
The call is open to approved Norwegian research organisations and publicly funded administrators of research infrastructure that cooperate closely with Norwegian research organisations. See here for the list of approved Norwegian research organisations.
- Norwegian consortia participating in the Preparatory Phase with funding from the European Commission
or
- Norwegian consortia that have participated in the Preparatory Phase and are applying for further participation in the planning phase at European level after the European Commission has completed its funding
Who can participate in the project?
Requirements relating to the Project Owner
The Project Owner must be a research organisation or publicly funded administrators of research infrastructure that cooperates closely with Norwegian research organisations.
The organisation listed as the Project Owner in the application form must have approved submission of the grant application.
Applications must be submitted by the top management of the institution that heads the Norwegian consortium.
Requirements relating to the project manager
There are no formal requirements for the project manager.
What can you seek funding for?
- Support for the establishment of necessary national networks, design/case studies for further development of technical/scientific concepts and clarification of a possible Norwegian participation in the ESFRI projects.
- Approved project costs must comply with the general requirements and guidelines that apply to projects awarded Research Council funding.
We can only finance documented expenses.
Scope of funding
Participation in the Preparatory Phase can be supported with up to NOK 0.5 million.
Participation in the planning phase of the Norwegian consortia that have participated in the Preparatory Phase can be supported with up to NOK 0.25 million
Conditions for funding
Support awarded to a research organisation goes to the organisation's non-economic activity. Thus, it does not constitute state aid. The Research Council requires that you keep separate accounts for the economic activities and the non-economic activities.
Companies will not be eligible to receive support to cover project costs.
Relevant thematic areas for this call
The Research Council's funding for research infrastructure covers all disciplines and thematic areas. INFRASTRUKTUR is a national competitive arena that aims to ensure good links between funding of research infrastructure and other research funding.
Research infrastructure refers to advanced scientific equipment, electronic infrastructure (e-infrastructure), scientific databases and collections, as well as large-scale equipment facilities. We fund research infrastructure that is of national importance. This is research infrastructure that
- has broad national interest
- lay the foundation for conducting internationally leading research
- will be available in only one or a few locations in Norway, as a general rule
- must be made available to relevant research groups and industries
The National Financing Initiative for Research Infrastructure (INFRASTRUKTUR) also finances Norwegian participation in Nordic, European or other international cooperation on research infrastructure. This corresponds to Norway's participation in the Preparatory Phase and in the Development/Construction Phase of projects on the roadmap of the European Strategy Forum on Research Infrastructures (ESFRI).

Requirements for this application type
When submitting a grant application for this call, you must be aware that it is not possible to make any changes to the grant application once it has been submitted. Therefore, make sure to complete the application before you submit it to us.

- All attachments must be in PDF format.
- The applicant must respond to all items in the project description template. The questions should be answered as concretely and specifically as possible.

Applications that do not satisfy the above requirements will be rejected.
All attachments to the application must be submitted with the application. We will not accept attachments submitted after the application deadline unless we have requested additional documentation.
We will not consider documents and websites linked to in the application, or other attachments than those specified above. Be careful to upload the correct attachment type, as there are no technical restrictions on what kind of templates it is possible to upload in the application form.

Grant applications will be processed administratively and assessed on the basis of their relevance to the call. Feedback on application processing will be provided on an ongoing basis.
