Appeal against rejection of SkatteFUNN applications
If you believe that the decision is wrong, you have two choices: You can either submit a new application or you can appeal the decision.
Tip: Apply again
It takes about the same amount of time to write a complaint as it does to write a new application. Take the time to familiarise yourself with why the project does not meet the requirements for an R&D project by reading the decision letter and contacting us if anything is unclear to be sure not to spend unnecessary time.
Remember the warranty deadline! If you choose to send a new application, it must be submitted before 1 September to ensure that we can process it. If it is sent after 1 September, we will most likely not have time to give an assessment of the current project year.
The deadline for submitting a complaint is within three weeks from the date you receive the rejection letter, unless a different deadline is specified.
You can appeal rejections, limitations in the approval and categorisation of the project as a development project.
If you wish to appeal limitations in the approval, it is important that you do not accept the terms of the decision. Create and submit an appeal first, and await the outcome of the appeal process.
How to submit a complaint
As long as the deadline for submitting a complaint is open, you can appeal the decision. Only the person who is registered as an organisation representative in the application can submit a complaint on behalf of the applicant. The organisation representative must also have confirmed his or her role as an organisation representative on My page. All roles in the application can read, edit, and submit the complaint, after the organisation representative has created it.
To find the complaint entrance, go to the application on My page and on to the page called Decision. At the very bottom of the decision, you will find the complaint deadline and a link to a page about the right to submit a complaint. On this page, the organisation representative may create a complaint.
What happens after you submit your complaint
The complaint will first be considered by the Research Council, which may change its decision if new information in the complaint means that the criteria for approval are met. If the Research Council upholds its decision, the complaint will be considered by an external Appeals Committee for SkatteFUNN, which makes the final decision. The processing time for complaints in the Appeals Committee is usually three to six months.
We process the complaints on an ongoing basis as they are received. Complaints that come in late in the year may have a longer processing time than six months. We encourage all our applicants to submit their application well in advance of the guarantee deadline of 1 September. Then any complaint will also end up further ahead in the queue and be answered more quickly.
