D.1 Basic Finance and Budgeting in Horizon Europe

Where:

Research Council of Norway, Drammensveien 288 - meetingrom, Abel 1 og 2

Target group:

Financial Officers, Controllers, and Project Managers responsible for budgeting and financial reporting in Horizon Europe projects. Level 1 (beginner)

Fee:

The course is free of charge. However, if you fail to attend without prior notice, or cancel after the deadline, a fee of NOK 1,000 will apply. Valid reasons for absence are limited to illness, court summons, or military service.

About the event

This course gives an introduction to finances in Horizon Europe and explains the key principles of EU funding in R&I projects. We will explain actual-cost and lump sum budgeting in Horizon Europe, and how to set up a good resource plan and budget. The course closes with a practical workshop, during which the participants learn how to develop a budget and estimate and calculate their costs.

10:30–11:30 Resource Planning and Budgeting in actual cost-grant Proposals

  • Proposal budget vs. project spending
  • Estimating costs: Personnel, travel, subcontracting and other direct costs
  • Coordinators vs. partners in budget planning
  • Resource planning and budgeting tools
  • Examples of budgeting process in small/medium vs. large-scale projects

11:45–12:30 Resource Planning and Budgeting in Lump sum Proposals

  • Budget sheet and macros
  • Estimating cost items and justification of the costs

(12:30 – 13:15 Lunch)

13:15–15:00 Workshop: Resource Planning and Budgeting in HE Proposals (actual and lump sum)

Participants will go through exercises to estimate their budget for a virtual proposal in which they are a partner. They will have to calculate their person-month rate correctly, estimate other direct costs such as travel, consumables, equipment, subcontracting, and demonstrate how their technical role and planned activities in the project are consistent with their planned resources and budget. For one work package the participants will practice making a lump sum budget as well.
