Midlene skal gå til prosjekter som skal se på tiltak som kan øke kvaliteten i barnehage, skole eller videregående opplæring. Prosjektene skal ha et tett samarbeid mellom forskere og lokale barnehage- eller skoleeiere som sammen skal prøve ut og evaluere effekten av et eller flere tiltak.
