About the call for proposals

The purpose of this call is to promote more effective management and prevent the introduction and spread of new species of plant pests.

Projects must examine viable opportunities for reducing risks associated with the introduction and spread of new serious hazardous pests. Relevant interdisciplinary research collaboration is encouraged.

Projects must address the following question:

How can importers of plants and other regulated articles be better equipped to take appropriate safeguards relating to phytosanitary status?

Projects must lead to new knowledge about:

Competence and attitudes among different groups of importers of plants and other regulated articles with a view to enabling them to assess risks and conduct inspections of consignments.

Challenges that companies face with regard to meeting the requirements for internal controls and documenting that imported consignments satisfy the requirements imposed by the authorities.

Impacts of information and various guidance measures.

Who can participate in the project?

Requirements relating to the Project Owner

The organisation listed as the Project Owner must be an approved Norwegian research organisation.

The organisation listed as the Project Owner in the grant application must have approved the submission of the grant application to the Research Council.

Requirements relating to the project manager

To qualify as project manager, individuals must hold an approved doctorate or have obtained qualifications at associate professorship level (in Norwegian only) by the date of the application submission deadline. In this context, employment in the Norwegian research institute sector in a position as forsker 1 (research professor), forsker 2 (senior researcher) or seniorforsker (senior researcher) is considered equivalent qualification.

Requirements relating to partners

Research organisations other than the Project Owner may participate as partners in a project, carry out project activities and receive support on the same level as the Project Owner.

Other types of organisations, such as companies and other undertakings, may not be project partners in Researcher Projects and are not eligible to receive support, but they may serve as suppliers of R&D services to the project. In such cases, the intellectual property rights related to the result of the supplier’s work activities will become the property of the institution procuring the services.

Requirement to incorporate user involvement

A reference group must be established for the project awarded funding and must include representatives of the Norwegian Food Safety Authority.

What can you seek funding for?

Under this call, the Research Council may cover up to 100 per cent of the costs incurred by eligible recipients of funding.

In order for the Research Council to calculate its amount of support, the grant application must include an overall project budget based on the following types of approved project costs:

Requirements for support

Support from the Research Council is to go to the non-economic activity of research organisations. Companies will not be eligible to receive support to cover projects costs and may not receive indirect support through the granting of any rights to project results. Support allocated under this call therefore does not constitute state aid.

The Research Council's allocation for the first year and any pledges for subsequent years will be disbursed in accordance with the conditions set out in this agreement and the General Terms and Conditions for R&D Projects.  

Archiving of research data

The Project Owner (R&D organisation) is responsible for selecting the archiving solution(s) to use for storing research data generated during the project. The Project Owner must specify the planned solution(s) in connection with the revised grant proposal.

Requirements for this application type

Administrative procedures

All grant applications for Researcher Projects will be assessed by international referee panels. Once the panel assessments are completed, the grant applications will be assessed for relevance to this call. The administration will then submit its recommendation to the allocating body. The allocating body is responsible for the final decision regarding the approval or rejection of grant proposals.

Final decisions on allocation of funding are planned to be announced in December 2019.
