Support for the establishment of project proposals directed towards H2020

Norwegian actors without an annual framework grant under the PES2020 scheme are eligible to apply for support for the preparation of H2020 project proposals.

Changes were made to the PES2020 scheme on 1 May 2017. New conditions apply to PES2020 applications received by the Research Council after this date. PES2020 funding is disbursed as a lump sum based on the funding pledge awarded to the applicant. Documentation of own costs is no longer required for disbursement of PES2020 funding.

Amount of funding presumed available for this call for proposals:

The budget for 2017 is NOK 128.5 million and will be distributed among applicants submitting:
- applications for project establishment support for individual projects;
- applications for annual framework grants for research institutes, universities, university colleges and regional health authorities;
- applications for funding for strategic positioning activities;
- applications for funding for travel and profiling activities.

Who can apply for funding?

All Norwegian actors who have a formal role in an H2020 project proposal are eligible to apply for funding, with the exception of the 54 research institutions that have an annual framework grant under the PES2020 scheme for 2017 (see list at right). If several Norwegian applicants are collaborating on the same H2020 project proposal, those applicants that do not have a framework grant are to submit a single, joint PES 2020 application.

Special information for companies

Financial support from the PES2020 scheme is awarded to companies as de minimis aid under the EU state aid rules. This means that applicants may receive maximum EUR 200 000 in de minimis aid from public sources over a period of three fiscal years. How is the funding amount calculated?

The amount of funding awarded will vary according to the type of action, the applicant’s role in, and the budget of, the planned H2020 project. It also depends on the number of Norwegian actors seeking funding. There is a ceiling amount for each type of action. The funding to be awarded to each application will be determined on an individual basis. The pledged PES2020 funding will be disbursed if the H2020 project proposal is formally approved as eligible. Extra support will be awarded if the H2020 project proposal receives an evaluation score that is over the threshold.

For H2020 project proposals with a two-stage submission scheme, 50 per cent of the PES2020 funding will normally be disbursed for each stage.

Submission deadline and guidance during the application process

The final deadline for submission of applications for PES2020 funding is the date of submission of the H2020 project proposal. However, applicants are encouraged to submit PES2020 applications to the Research Council at the earliest possible point, i.e. as soon as a planned project begins to take shape. In this way you can receive further guidance on the H2020 application process from the relevant National Contact Point (NCP). PES2020 applications that are submitted before an H2020 call for proposals has been published will not be processed and applicants will not be notified before the call in question has been issued. Applications that are received after the expiry of the relevant EU deadline will be rejected.

The grant application must include:

  • the completed electronic application form;
  • the project description DOCX - 29 KB ;
  • for companies: the most recent annual accounts.

Grant applications that do not satisfy the above requirements will be rejected.

Assessment criteria

Each PES2020 application will be assessed by the Research Council’s National Contact Point (NCP) for the relevant research area on the basis of the following criteria:

  • Has the applicant provided the required information?
  • Has the application been received by the relevant deadline?
  • Does the planned H2020 project comply with the guidelines of the relevant call for proposals?
  • Is the applicant the right type of actor in relation to the relevant type of action?
  • Does the applicant have the finances, expertise and capacity needed to win EU funding and to implement the planned research project in a satisfactory manner?
  • For applicants who have previously received PES2020 funding: does the applicant’s track record under H2020 indicate that the applicant should receive further funding?

The PES2020 scheme is intended to help lower the threshold for Norwegian applicants interested in taking part in an H2020 project proposal. Requirements for obtaining EU funding are hard to satisfy. The Research Council therefore cannot provide support to applicants that do not have the necessary foundation for winning EU funding or implementing the planned project in a satisfactory manner. Applicants that do not satisfy the minimum requirements or that have not shown a positive development despite repeated attempts to win funding can therefore not expect to be awarded PES2020 funding.

The state aid rules have special requirements for companies receiving project funding under the Eurostars Programme. Companies that fulfil the definition of an “undertaking in difficulty” are not eligible to receive PES2020 funding to prepare Eurostars applications.

Application processing and notification of results 

Applications will be processed by the NCPs. Normally applicants will receive written notification of the outcome from the Research Council by at the latest four weeks after receipt of the application.

Reporting and disbursement of funding

PES2020 funding will be disbursed once the Evaluation Summary Report (ESR) or equivalent documentation is available.

The final report (to be submitted electronically) must include the following attachments:

  • The Evaluation Summary Report (ESR) or equivalent documentation that shows the outcome of the evaluation of the EU proposal submitted.
  • The project account report.
  • For companies: the completed and signed declaration form for de minimis aid.

This call for proposals has an open-ended deadline, but will be revised on an ongoing basis as needed.
