H2020 – Funding for travels and positioning activities for Norwegian actors without an annual framework grant from PES2020

The Research Council provides funding for participation in events and meetings that help to increase knowledge, identify project partners and present Norwegian actors as attractive partners in future H2020-proposals.

The Norwegian Research Council can cover 100% of approved costs for participation in events and meetings that help to increase knowledge, identify project partners and present Norwegian actors as attractive partners in future H2020-proposals. This call is open for applicants from all categories, except institutions having an annual framework grant from PES2020. A list of these institutions is available under "Attachment".

Amount of funding presumed available for this call for proposals:

NOK 5 million. This call will remain active until all the available funding has been awarded.

Guidelines and important considerations relevant to all types of applications in this call for proposals:

Funding from the Research Council is targeted towards enhancing the attractiveness of Norwegian actors as partners in future calls for proposals issued by Horizon 2020, including Eurostars.

Who can apply for funding?

The scheme is open to applicants of all categories, except institutions having an annual framework grant from PES2020. Public and private actors, special interest organisations and institutions without an annual framework grant from PES2020 are eligible to seek funding. Companies seeking funding must document that they have the financial and other resources required to participate in or coordinate future H2020 projects. As a general rule, the Research Council encourages all companies to complete the Financial Viability Check if they are considering participating in an H2020 project. The test is available here.

What can the funding be used for?

  • Direct costs related to travel and accommodation/board in connection with H2020-related meetings (e.g. Brokerage Events), whose purpose is to identify potential partners for future H2020 projects. Those awarded funding are expected to take active part in the meetings by presenting their own project ideas and areas of interest. Travel expenses will be covered in accordance with the State travel allowance scale.
  • Membership fees – registration fees
  • Other relevant costs (must be specified)

Hourly rates are not covered. Funding is not available for activities supported through other funding from the Research Council or other sources. It is not possible to seek funding for travel already carried out.

Amount of support 
The maximum amount of support is NOK 100 000 per application. The Research Council may cover up to 100 per cent of approved costs. The maximum amount of support per individual is NOK 20 000 per calendar year. The Research Council will disburse the funding in arrears on the basis of documented expenses.

Project period
Travel support may be sought for a single event or for multiple events to take place over a 12-month period.

Application deadline
Grant applications may be submitted on an ongoing basis. It is not possible to seek funding for travel already carried out.

De minimis aid
Travel support awarded to companies under the PES2020 scheme is defined as “de minimis aid”. According to the state aid rules, a company may receive no more than EUR 200 000 in de minimis aid over the course of three fiscal years.

Required attachments

a) The long-term objective of the activity for which funding is being sought and how this is related to H2020.
b) The activities for which funding is sought. Briefly describe activities related to preparation, profiling and follow-up.
c) Names of all participants for whom funding is being sought and a description of their relevant national and international experience.
d) If the applicant is a company, describe the financial and other resources required to participate in or coordinate an H2020 project. Among other things, companies must specify how they will cover their own funding requirements in connection with participation in an H2020 project.

Grant applications may be submitted in Norwegian or English.

Application assessment  
Grant applications will be dealt with and decisions on funding awards taken internally within the Research Council. The following criteria will be considered in the assessment process:

  • Is the application targeted towards relevant activities under H2020? Applications targeted towards other European or international collaborations will be rejected.
  • Will participation in the described events/activities help to present and increase the visibility of Norwegian applicants to H2020?
  • Will the applicant have the finances and resources needed to participate in an H2020 project? Companies must describe the financial or other resources required to participate in or coordinate an H2020 project. Among other things, companies must specify how they will cover their own funding requirements in connection with participation in an H2020 project. Applications submitted by those who clearly lack the prerequisites for participation in H2020 projects will be rejected.

Final report

The electronic final report must include:
1) A brief report about the concluded activities and results;
2) A completed and signed “project account report”;
3) Companies only: Declaration form for de minimis aid.
