Please note that the website of the Research Council of Norway is about to be updated and therefore all existing calls through PES2020 will be cancelled on 5 April 2019. New calls under PES2020 will be published around 15 May 2019.
In the period 5 April to 15 May 2019 it will not be possible to submit applications related to the PES2020 scheme.

Important message;

The PES2020 scheme was adjusted on 1 May 2017. New terms apply to PES2020 applications received by the Research Council after this date. Support for project launch from PES2020 will in the future be paid as a grant. Documentation of own costs is no longer required to receive funds from PES2020.

The PES2020 scheme is one of several funding instruments employed by the Research Council to strengthen Norwegian participation under H2020 and improve returns in the form of greater project funding from H2020. The EU funding arena is highly competitive, and it takes knowledge, time and resources to prepare good project proposals. The PES2020 scheme is designed to relieve some of the cost burden for Norwegian applicants related to the preparation of project proposals. The scheme is also designed to raise the overall competence of Norwegian applicants with regard to participation under H2020, as well as to:

  • enhance the quality of the proposals submitted;
  • increase the number of proposals involving Norwegian participants;
  • encourage participation of new applicants in EU projects.

H2020 programme sections encompassed by the PES2020 scheme:
Funding may be sought under the PES2020 scheme to establish a research or innovation project in response to a call for proposals under the following programme sections:

Excellent Science
European Research Council (ERC)
Future and Emerging Technologies (FET)
Marie Sklodowska-Curie actions on skills, training and career development
Research Infrastructures (including e-Infrastructures)

Industrial Leadership
Leadership in enabling and industrial technologies: ICT, nanotechnologies, advanced materials, biotechnologies, advanced manufacturing and processing, space

Societal Challenges
Health, demographic change and wellbeing
Food security, sustainable agriculture and forestry, marine and maritime and inland water research and the bioeconomy
Secure, clean and efficient energy
Smart, green and integrated transport
Climate action, environment, resource efficiency and raw materials
Europe in a changing world, inclusive, innovative and reflective societies
Secure societies – protecting freedom and security of Europe and its citizens

Science with and for Society
Dissemination, mobility, gender perspectives and ethical perspectives.

Spreading Excellence and Widening Participation Reducing regional disparities in research and innovation; coordination in relation to the European Structural and Investment Funds 

InnovFin instruments – EU Finance for Innovators

Project establishment support may also be sought for proposals directed towards the following initiatives receiving funding under H2020 (provided that Norway is a participant):

  • The Eurostars Programme;
  • The Active and Assisted Living Programme (AAL);
  • The European & Developing Countries Clinical Trials Partnership (EDCTP)
  • Joint Technology Initiatives (JTIs);
  • European Cooperation in Science and Technology (COST) (establishment of new networks); Funding announcements under the ERA-NET scheme or Joint Programming Initiatives (JPIs), provided they are co-funded by H2020.

Proposals targeting EU initiatives other than those listed here are not eligible for PES funding.

This programme/activity normally accepts grant applications from:

Research institutes, universities, university colleges and regional health authorities may apply for an annual framework grant under the PES2020 scheme to support project establishment and positioning activities. Applicants from these sectors who choose instead to submit applications for individual projects can receive a maximum of NOK 500 000 in funding per calendar year. Companies and other actors may submit applications for project establishment support and support for travel/profiling activities to the PES2020 scheme on an ongoing basis.

PES2020 funding may be sought for:
• Activities and travel related to preparation of a concrete H2020 project proposal for a specific submission deadline: apply for support for the establishment of project proposals directed towards H2020.
• Travel to find new networks and partners as well as profiling activities at relevant meeting places for actors without an annual framework grant under the PES2020 scheme: apply for funding for travel and profiling activities.
• Activities to promote and coordinate Norwegian interests in strategy processes and relevant forums within European research and innovation policy cooperation: apply for funding for participation in the strategic processes of the European Research Area.
• Activities related to preparation of proposals for financial support for the process involving the European Investment Bank and the European Investment Fund: apply for project establishment support for applicants for financial instruments under H2020.

The budget for 2017 is NOK 128.5 million.
The budget for 2016 is NOK 124 million.
The budget for 2015 is NOK 65 million.
