Outlines for Innovation Projects for the Public Sector

This call gives public entities the opportunity for non-binding dialogue with the Research Council on a project outline prior to the planned calls for Innovation Projects for the Public Sector with the deadline 10 October 2018. Outlines may be submitted in the period from 14 May 2018 to 30 August 2018. Project outlines may only be submitted by public entitites.

The submission of project outlines is optional. Outlines may be submitted in connection with the planned calls for proposals for Innovation Projects for the Public Sector to be issued by Research Council programmes in autumn 2018, under which a total of approximately NOK 125 million will be available for allocation. There is no funding available under this call for project outlines.

About Innovation Projects for the Public Sector

An Innovation Project for the Public Sector is intended to generate research activities in the public sector that will promote innovation and sustainable value creation, in particular within the sector and for its users. Innovation projects involve cooperation between public sector entities and research groups, users/inhabitants, other public entities and services, trade and industry and non-governmental organisations on needs-driven and knowledge-based/strategic innovation. The projects are to be based on identified needs and challenges within the sector and to build upon effective collaboration between the sector and R&D groups.

Before starting to prepare an outline, entities considering applying for an Innovation Project for the Public Sector should take time to familiarise themselves with the text of the call issued by the programme they see as most relevant.

Collectively, the planned calls for proposals cover much of the public sector:

  • Programme for Research and Innovation in the Municipal Sector (FORKOMMUNE);
  • Programme on Health, Care and Welfare Services Research (HELSEVEL);
  • Programme for Research and Innovation in the Educational Sector (FINNUT);
  • Programme for Research and Innovation for Transport and Mobility (TRANSPORT).

The Research Council’s tool for helping to develop innovation projects, known as the Project Canvas, is now available in a version adapted for Innovation Projects for the Public Sector. Applicants are encouraged to make use of this tool in developing their project outlines for innovation projects.

Procedure for submission of project outlines

The Research Council will accept project outlines for assessment during the period from 14 May 2018 to 30 August 2018. Applicants are encouraged to submit their outlines at the earliest possible date.

The project outline must be created and submitted via the Research Council’s eSøknad online submission system by at the latest 30 August 2018, 13:00 CEST. The designated project outline template must be used.

Project outlines will be assessed administratively by programme officers at the Research Council. Outlines will be assessed on an ongoing basis, and feedback will be given as soon as possible. Please note that this may take longer during the holiday period in July, but feedback will be given on all outlines at the latest by 14 September 2018.

Feedback will focus on how the well the project satisfies the key requirements and guidelines for the application type Innovation Project for the Public Sector as well as those set out in the call issued by the programme for which the project is deemed most relevant. Feedback will not comprise a scientific assessment of the research content of the proposed project.

The submission of project outlines is optional and is not a form of pre-qualification. Complete applications for Innovation Projects for the Public Sector must be submitted through the ordinary channels by the deadline of 10 October 2018. The final applications will be assessed completely independently of any feedback on submitted outlines.
