The HELSEVEL programme is announcing a total of NOK 5 million in funding.

The Norwegian-language call for proposals is the legally binding version.

Funding is available for pre-projects that are targeted towards achieving the objectives set out in the HELSEVEL work programme.

Pre-projects must lay a foundation either for preparing a main project for future calls for proposals for Innovation Projects for the Public Sector under the HELSEVEL programme, or for creating networks and developing grant applications for future international calls under initiatives such as Horizon 2020. Pre-project support is primarily intended as a measure for enhancing the skills and ability of new actors with regard to preparing competitive, relevant grant applications for international calls and calls for innovation projects.

The projects awarded funding must be designed to achieve the objectives and performance targets described in the work programme. It is possible to apply for funding to develop projects within all of the thematic priority areas set out in the HELSEVEL work programme. Priority will be given to applications that have high scientific merit and are of the greatest relevance relative to the programme objectives and priorities set out in the work programme.

A pre-project may involve various types of preparatory work, activities and measures needed to clarify important factors that are critical to realising the project concept. Pre-projects are intended to reduce uncertainties and determine whether the project concept is feasible as a main project. For example, pre-projects may be used to establish collaborative constellations and conduct preliminary studies.
