Guidelines and important considerations relevant to all types of applications in this call for proposals:

The Norwegian-language call for proposals is the legally binding version.

The objective is to provide incentives for participants in EU health research project proposals that have been placed on the reserve list to submit a new proposal to Horizon 2020:

  • Funding awarded under the HELSE-EU scheme is to lead to the submission of one or more proposals under Horizon 2020.
  • Funding may be used to revise a previously submitted proposal or to prepare a new proposal/proposals for submission under Horizon 2020.

Who is eligible to apply?
The applicant must be a coordinator, work package leader or partner in a Horizon 2020 project proposal that has been placed on the reserve list in 2016 or later. Applicants may come from trade and industry, research institutes, universities, university colleges, regional health authorities, public sector entities, and user organisations.

Applicants who have applied for funding for health research projects under the European Research Council (ERC) and whose grant proposals advanced to stage two but did not receive funding are not eligible to apply for this HELSE-EU funding incentive. Instead they are recommended to seek financial support to submit a new ERC grant proposal under the FRIPRO scheme.


  • To further develop previously submitted project proposals;
  • To prepare a new Horizon 2020 project proposal/proposals.

What may funding be used for?

  • To cover expenses for positions, payroll compensation for personnel, project costs, travel expenses, etc.;
  • To support future Horizon 2020 projects.

How much funding may be awarded?

  • Up to NOK 300 000 for applicants who have served as coordinator for proposals on health research topics which have been placed on the reserve list;
  • Up to NOK 100 000 for applicants who have been partners in proposals on health research topics which have been placed on the reserve list.

Applicants receiving support from the HELSE-EU scheme are still eligible to apply for support under the PES2020 scheme.

It should be noted, however, that HELSE-EU funding and PES2020 funding may not be used to cover the same costs for the same Horizon 2020 proposal.

For companies
Support from the HELSE-EU scheme will be awarded to companies as de minimis aid. This means that the company may receive a maximum of EUR 200 000 in public funding over a period of three fiscal years.
