About the evaluation of the Coordination Reform
The Coordination Reform, a comprehensive national health care reform, was launched on 1 January 2012. The Ministry of Health and Care Services has commissioned the Research Council of Norway to carry out a research-based evaluation of the reform.
The three primary objectives of the Coordination Reform are:
• A more cohesive and coordinated approach to health and care services;
• A greater proportion of health and care services are to be provided in the local communities;
• Greater focus on preventative measures and improving public health.
The research-based evaluation is designed to provide the knowledge needed to measure achievement of the reform’s objectives both on an ongoing basis during its implementation (2012-15) and as a whole once the process has been completed.
The evaluation is headed by a steering committee composed of Scandinavian researchers and representatives of relevant patient and other user groups.
Projects
Under the evaluation there will be a need for projects leading to both process-based and result-oriented assessments of the reform’s three primary objectives and the instruments used (legal, financial, professional and organisational).

The first call for proposals has been issued (application deadline 18 April 2012).
