The Research Council’s first call for proposals for the municipal sector has been issued

The Research Council of Norway’s new Programme on Research and Innovation in the Municipal Sector (FORKOMMUNE) is announcing funding for pre-projects to develop innovation and networks in the municipal sector.

“The current level of research activity in the Norwegian municipal sector does not adequately reflect the major tasks the municipalities are responsible for,” states John-Arne Røttingen, Chief Executive of the Research Council of Norway. “The FORKOMMUNE programme will generate new knowledge and create closer links between the municipal sector, research groups and other knowledge actors,” he explains.

The FORKOMMUNE programme was established to meet knowledge needs within the municipal sector on topics such as climate change, care for the elderly and changes in working life and education, and is the first user-driven innovation programme the Research Council has introduced for the public sector.

It is up to the municipal and county administrations themselves to seek funding under the programme, and projects must include research groups as partners. The programme will help to equip the municipal sector to better meet existing and future needs.

“Helping the municipal sector to systematically develop the knowledge it needs will make it possible to devise better, more effective solutions to municipal tasks in ways that benefit the population and the municipal economy,” Dr Røttingen states. 

About the call
Municipal or county administrations are free to choose the area they wish to address in their pre-project proposal, but the projects must also include partners from the research community. Pre-projects are to describe the development of innovation projects and networks in the municipal sector. A maximum of NOK 300 000 may be sought for each project.

Call for Innovation Projects in 2018
The first call for proposals for Innovation Projects for the municipal sector will be issued at the beginning of 2018. It is not mandatory to have sought or received funding for a pre-project to be eligible to seek funding for an Innovation Project.
