General information on the programme:
The research programme on Russia and International Relations in the Northern Areas is a direct result of the Research Council of Norway’s Focus on the Northern Areas initiative in June 2006 (forskning.nord). The research initiative is one of the many manifestations of the strengthened overall focus on the northern areas which has received broad-based political support in Norway. The research initiative fits into the Government’s High North strategy, launched in December 2006, which emphasises the important role that research has to play in Norway’s High North policy.
The primary objective of the programme:
”To generate knowledge of relevance to Norwegian foreign policy and the expansion of international relations in the northern areas, and of relevance to Norwegian-Russian relations within trade and industry, the political sphere, the public administration and civil society.”
Secondary objectives:
- To develop long-term, strategic expertise, for example through doctoral-level projects.
- To generate knowledge that can provide answers to relevant research questions through applied research projects.
- To take a flexible approach as far as new research questions are concerned and to provide funding for as yet unidentified thematic areas.
- To actively disseminate research findings to political authorities, the public administration, trade and industry and other groups involved in Norwegian-Russian cooperation and concerned with international issues in the northern areas.
The programme covers the following four thematic areas:
1. International cooperation, international law and geopolitics in the High North
2. Russian policy and social conditions in the northern areas
3. Russia’s resource and environmental management and Norwegian-Russian cooperation in this field
4. Prerequisites for Norwegian-Russian industrial cooperation
The NORRUSS programme is based on the Work Programme for the Research Programme on International Relations in the Northern Areas and Russian Society (INOR).
The programme is relevant for Norwegian research institutes, as well as universities and colleges in Norway.
2010-2013
The total budget is NOK 37 million.
