Objectives:

The overall aim of the Programme is to support research that can contribute to sustainable improvements in health and health equity for poor people in low- and middle-income countries (LMIC).

Objectives of the Programme are to:
• support high-quality research with the potential of leading to improved health and health equity for poor people in LMIC;
• develop and support internationally competitive and sustainable public and private research groups and institutions in Norway;
• develop and support national and international research collaboration and partnerships;
• secure capacity building through developing and supporting partnerships with research groups and institutions in LMIC;
• inform and increase awareness among policy makers, researchers and the public about needs for and results from global health research.

The Programme will support research that in general addresses health problems for poor people in low-income countries, and projects on product development in middle-income countries. Emphasis should be on the health-related millennium development goals (MDGs), i.e. on child and maternal health and communicable diseases.

The Programme has a wide scope, but will give highest priority to projects in the following thematic areas:
1. Vaccine and vaccination research;
2. Health systems and health policy research;
3. Innovation in technology and methods 
4. Implementation research

This programme/activity normally accepts grant applications from:

Public and private Norwegian research institutions.

International collaboration is encouraged, including partnerships with research groups and institutions in low- and middle-income countries (LMIC). Funding from the Programme should primarily be spent in Norway and in LMICs. Applications for funding Norwegian participation in international research consortia are encouraged. Research groups from non-LMICs can access limited funding from the Programme as partners on proposals from Norwegian public or private institutions. However, any such funding should be justified in terms of it being essential to the research aims and is work that could not be done in Norway, or that it contributes significantly to capacity development in Norway. Other than in exceptional cases, funding to high-income countries outside Norway should be no more than 30% of the total RCN funding to the project. When appropriate, the Project manager may come from a non-Norwegian institution, in particular from a LMIC.

Overall budget:

The annual budget of the Programme is currently NOK 60.8 mill. (11.3 mill. USD, 7.9 mill. Euros), covering all areas, but with priority on vaccine and vaccination research and other thematic areas.
