Objectives:
Norway has the natural resources, community of experts, and social framework to become Europe's leading energy and environment-conscious nation. Norway will achieve this by becoming:
• A society with almost no greenhouse-gas emissions;
• A major supplier of environment-friendly power to Europe;
• A favourable location for the world’s foremost energy and technology companies, especially in the fields of solar energy, maritime wind power and CO2 management.
The objective of the FME scheme is to establish time-limited research centres that conduct targeted, focused, long-term research of high international calibre with the aim of addressing specific challenges in the area of environment-friendly energy. FME centres seek to enhance the quality of Norwegian research and produce useful knowledge and solutions within their thematic areas. The centres are characterised by broader objectives, a longer-term perspective and a more targeted focus than other instruments administered by the Research Council.
The FME scheme also seeks to enhance researcher training in the area of environment-friendly energy.
The FME scheme is based on experiences from and the contractual framework for the Centres for Research-based Innovation (SFI) and the Centres of Excellence (SFF), but unlike these the FME scheme has a specific thematic focus.

The host institution for a Centre for Environment-friendly Energy Research (FME) may be an independent research institute, university, university college, R&D-performing company or a public enterprise.

2011-2019
Overall budget:
The allocation from the Research Council to the eight centres established in 2009 has an annual budget framework of NOK 125 million.
