Ceilings for support to companies
The EEA Agreement sets out guidelines for the amount of public R&D support that may be given to companies. In accordance with these, the funding allocated by the Research Council will normally lie in the range of 25 - 50 per cent of the total project costs.
The amount awarded will depend among other things on the project’s research content and level of innovation, technological risk and proximity to the marketplace.
In keeping with the EEA guidelines, the ceiling stipulated above may be raised by an additional ten per cent for small and medium-sized companies. In this context SMBs are defined as companies with fewer than 250 employees and either an annual turnover of less than EUR 50 million or a balance of less than EUR 43 million. If at least 25 per cent of an SMB is owned by one or more companies that do not meet these criteria, that SMB will not be eligible for the higher grant ceiling. In special cases, the EEA guidelines allow allocation of an additional ten per cent to companies located in Norwegian municipalities with a weak industrial basis.
